Judge Roberta Lloyd, who has presided in Harris County Civil Court-at-Law No. 4 since being unanimously appointed to the bench by Commissioners Court in 2004, won her first full term in 2006 and is seeking her second term in 2010. Judge Lloyd served as the administrative judge for the county civil courts from 2006 until 2009.

She is deeply involved in various State Bar of Texas committees and initiatives and is a member of the Harris County Animal Shelter Advisory Committee and is a former board member of the Animal Law Section of the Houston Bar Association.

Before her appointment to the bench, Judge Lloyd worked as a Senior Assistant County Attorney in the Harris County Attorney’s Office. She joined the County Attorney’s office in 1991 and served her final seven years there as Chief of the Community Protection Division – a unit that handled everything from environmental protection to public nuisance abatements and public health emergencies to consumer fraud.

She has a degree in Finance from Florida State University and obtained her law degree from Stetson University College of Law. She also has a Master’s Degree in tax law and worked as a criminal prosecutor in Florida, where she was also in private practice. Judge Lloyd moved to Texas almost 20 years ago and lives in Harris County with her husband, who serves as Chief Investigator of the Harris County District Attorney’s Office.
